A Washington effort to raise the taxes of cigarettes by fifteen cents has been met with harsh criticism, particularly from people who roll their own cigarettes. Now it seems those people have won a victory against the tax after all.
As we’ve previously explained on here, the most basic reason for roll your own cigarettes not being as heavily taxed stems from the fact that the consumer has to roll them. Essentially you are buying an unfinished product. You can buy tobacco for cigarettes. You can buy cigarette filters. But you are not purchasing a completed cigarette. The reasons why the measure did not hit in Washington is a very complicated legalistic one, but regardless of reason it looks as though many smokers will be learning how to roll their own cigarettes to save that fifteen cents.
